The first veterans and military personnel have already received loans under the program from the Kharkiv Regional State Administration and the regional council.

According to the Regional State Administration, there are 42,781 registered participants in combat actions in the Kharkiv region, 1,908 individuals with disabilities due to the war, 5,155 family members of fallen defenders of Ukraine, and 1,165 children of deceased combat participants.
"Over the past few years, a number of state programs aimed at assisting Ukrainian veterans have been implemented in the Kharkiv region. These programs include grants for starting a business, compensation for employers for hiring defenders, and more. One of the primary issues is addressing housing problems. This year, specifically for the Kharkiv region, 233.1 million UAH has been allocated from the state budget to improve the living conditions of veterans. These funds will provide housing for 95 families. An additional 156.8 million UAH from the state budget for 65 families is expected soon," noted Synegubov.
In addition to state programs, several regional initiatives are successfully being implemented in Kharkiv.
"From 2024 to 2028, a comprehensive support program for defenders and their families in the Kharkiv region is allocated 627.8 million UAH, of which 122 million is designated for 2024. These funds are intended to assist veterans, families of fallen defenders, particularly for sanatorium and health resort treatments for servicemen who have acquired disabilities due to combat actions," said the head of the Kharkiv Regional State Administration.
Under the state program "єOselya," combat participants can take advantage of mortgage loans at an annual interest rate of 7%. This program continues to operate and expand. The regional support program for defenders of Ukraine includes compensation for part of the interest rate on housing loans. For these initiatives, the regional budget allocates 60 million UAH, with 12 million earmarked for 2024.
Thus, military personnel serving on a contract basis receive a compensation of 4% per annum from the state and an additional 3% from the region. Combat participants and individuals with war-related disabilities receive 6% per annum compensation from the region and pay 1% themselves.
Moreover, local programs aimed at supporting defenders of Ukraine are being implemented in 44 communities across the region. A total of 106 million UAH has been allocated for these initiatives.
