According to Wood, a key point is that Russia heavily relies on external assistance to sustain its aggression. He noted the following:
“The war will end if countries like Iran and North Korea stop providing military support to Russia.”

The diplomat also highlighted China's role, stating that it supplies Russia with dual-use goods and components. If China halts these supplies, it would significantly complicate Russia's ability to continue its aggression.
Wood further stressed that Russia's partnerships with countries like North Korea, Iran, and China pose a threat not only to Europe but also to security in other regions, including the Indo-Pacific, the Middle East, and Africa.
“These connections exacerbate destabilization that goes beyond Ukraine,” the U.S. representative noted.
Thus, the end of the war directly depends on the cessation of foreign support, which Russia currently relies on to continue its operations.
