Kubrakov was born on August 20, 1982, in Pervomaisk, Dnipropetrovsk region. He began his career as a marketer in 2004, working for companies such as "Priokom," "Finance and Credit," and "Kyivstar." In 2011, he became an advisor to Vitali Klitschko on IT issues, and later led the project office at the Ministry of Justice.
Since 2014, he has actively worked in government structures, including the telecommunications sector at the Office of Effective Regulation (BRDO) and transport infrastructure at the Kyiv Investment Agency. In 2019, he became a member of parliament and headed Ukravtodor, implementing the "Great Construction" project. Notably, Kubrakov held positions as Deputy Prime Minister for the Reconstruction of Ukraine, Minister for Community Development, Territories, and Infrastructure, as well as Minister of Infrastructure of Ukraine.
Kubrakov also drew attention in 2023 when investigations uncovered corruption within Ukravtodor. However, his career continued to progress, and in 2025 he was appointed as an advisor to the Minister of Defense of Ukraine on a voluntary basis.
