The head of state emphasized that Kyiv will not cease fire without clear guarantees of long-term security.

“A ceasefire can be part of ending the hot phase of the war. And then it is necessary to understand what the security guarantees will be. Without guarantees, is a ceasefire just so that Putin can come back in two months? No, that is impossible,” Zelensky noted.

The president explained that as soon as Ukraine is able to lift martial law, the parliament will be required to hold elections.

“If there is no martial law, then the parliament must hold elections. Announce the date and take legislative steps,” he added.

Thus, the fate of martial law in Ukraine is directly dependent on the situation at the front and international security guarantees. As long as active combat operations continue, the lifting of the special regime remains in question.
