— The “Better” version: On February 14, a revised option was presented at the Munich Conference, but it lacked specific security commitments. Ukraine again declined.
— The “Catastrophic” version: On February 20, U.S. Secretary of Commerce Howard Lutnik proposed a new option, whereby 50% of the revenue from resources and infrastructure would go to a U.S. investment fund. Kyiv also rejected this proposal.
