Analysts from the Institute for the Study of War (ISW) assert that only consistent and large-scale military assistance from the United States and European nations can persuade Vladimir Putin to make concessions.

According to the ISW report, Putin's strategy is based on the expectation that Western support for Ukraine will weaken. The Russian leader anticipates that the West will grow weary of the conflict and leave Ukraine without the necessary aid.
