According to Waltz, Moscow must agree to provide Ukraine with security guarantees from European countries. However, Kyiv, in turn, must acknowledge the impossibility of returning to the borders of 2014. "This war needs to end, but it will require concessions," emphasized the White House advisor.
He also noted that Washington does not see Ukraine as part of NATO. He stated that this would lead to direct involvement of American military forces in the conflict.
Additionally, Waltz commented on the agreement regarding mineral extraction between the U.S. and Ukraine, which was planned to be signed on February 28. He mentioned that this treaty could promote the development of the Ukrainian economy and strengthen bilateral relations. However, negotiations between the countries were suspended following a recent disagreement between the leaders.
What scenario Kyiv will choose and whether a compromise can be reached remains an open question. However, one thing is clear: the U.S. wants to limit its involvement in the conflict and shift the responsibility for Ukraine's security onto Europe.
